  • July 14, 2022 - ZBA Meeting. Traffic study discussion.

  • May 12, 2022 - ZBA Meeting. Comprehensive Permit Application. The Applicant proposes to construct 28 home ownership units including 7 affordable units. 

  • July 19, 2021- Board of Selectman unanimously vote they are opposed to the proposed 40B Keene's Mill Village development. A letter stating this opposition was included in the response packet sent to MassHousing on July 20, 2021.

  • February 8, 2021 - 28 unit 40B proposed at Board of Selectmen's Meeting 

  • April 25, 2019 - ZBA Decision for Lot 1 and Lot 2 Case Dismissed
    The Duxbury Zoning Board of Appeals gave their decision for Lot 1 at the April 25, 2019 meeting. In addition, Paul Driscoll told the ZBA that John Baldwin had dropped the court case regarding the five building permits. In addition, Paul Driscoll told the ZBA that John Baldwin will be pursuing a 40B project.

  • January 10, 2018 - Request for Special Permit for Lot 9 Withdrawn
    John Baldwin and Susan Curtis withdrew their request for a Special Permit for North Street Lot 9. The Zoning Board of Appeals accepted their request without prejudice.

  • November 13, 2017 - ZBA Public Hearing to Grant Special Permit to Build in WPOD on Lot 9 - North Street
    On November 9, the Zoning Board of Appeals (ZBA) held a Public Hearing to consider an application for a Special Permit to construct a new single family dwelling in the Wetland Protection Overlay District on North Street. John Baldwin chose to continue the hearing until January 11, 2018 when all board members were present to vote.

  • September 01, 2017 - Building Permit Issued for Lot 4 - 850 Keene Street Duxbury
    A building permit was issued for Lot 4. 

  • August 01, 2017 - Lot 9 Reviewed by Consultants
    Nover-Armstrong reviewed the site plans and gave input. 

  • March 29, 2017 - Abutters to Lot 1 Sues John Baldwin and Duxbury Zoning Board of Appeals
    Deborah and Neal Frangesh, abutters to Lot 1 of Zero North Street, filed a complaint in Land Court on March 28, 2017. They want the Lot 1 building permit to be revoked and to be awarded their costs, expenses and fees in this action.

  • March 23, 2017 - John Baldwin Sues Town of Duxbury Zoning Board of Appeals
    John Baldwin filed a complaint in Superior Court against the Town of Duxbury Zoning Board of Appeals. He wants the five building permits reinstated and to be awarded his costs, expenses and reasonable attorney's fees.

  • March 22, 2017 - ANR#2 Approved by Planning Board for Zero North Street
    The Duxbury Planning Board approved an ANR (Subdivision Approval Not Required) for three lots on the Zero North Street parcel for John Baldwin. Lot 1 and Lot 3 are on North Street. Lot 4 is on Keene Street.

  • March 02, 2017 - Duxbury Affordable Housing Trust Meeting
    Susan Curtis and John Baldwin presented a concept plan for a 28 unit development on the 0 North Street property. The rendering was done by Grady Consulting. The development would be a 40B development.

  • January 12, 2017 - Zoning Board of Appeals Overturns Building Permits
    The Zoning Board of Appeals heard the appeals from three abutters asking that the building permits (one permit for Lot 1 and five permits for Lot 2) be overturned for the project at 0 North Street. The Zoning Board of Appeals unanimously voted to overturn the building permits for Lot 2. The building permit for Lot 1 was not overturned.

  • January 03, 2017 - Zero North Street Septic Systems Approved by Board of Health
    The Board of Health approved applications for Disposal System Construction Permits for the proposed dwellings. The approved septic systems shall by installed in conjunction with the building permits.

  • December 14, 2016 - Planning Board Recommends Overturning Building Permits
    The Planning Board received over twenty letters and emails from residents recommending the Planning Board recommend the building permits be overturned. The Planning Board voted unanimously 7-0 at their December 14, 2016 meeting to recommend that the Zoning Board of Appeals support the applicants of the appeals and rescind the building permits.

  • November 29, 2016 - Abutters File Appeals to Building Permits
    Three abutters to Zero North Street filed appeals with the Duxbury Zoning Board.

  • November 21, 2016 - Zero North Street Sold to Susan Curtis
    On November 21, 2016, the land at 0 North Street was sold to Susan Curtis for $400,000.

  • November 07, 2016 - Public Notice Posted - Amend Bylaws for One Dwelling Per Lot
    On November 7, 2016, the Town Clerk posted a public notice relative to a proposed bylaw zoning amendment to clarify one dwelling per lot. The Planning Board public hearing on December 14 would discuss the amendment that would appear before the Annual Town Meeting on March 11, 2017. Building permits issued BEFORE this public notice was posted on November 7, 2016 such as the 0 North Street building permits issued on November 3, 2016 would not be impacted by this amendment.

  • November 03, 2016 - Building Permits Issued for 1 Dwelling on Lot 1 and 5 Dwellings on Lot 2
    Scott Lambiase issued 6 building permits to John Baldwin. One permit for Lot 1 and five permits for Lot 2.

  • October 25, 2016 - Site Plans Filed at Town Hall and Assent Signed
    John Baldwin filed site plans at Town Hall with Scott Lambiase.
    10/25/16 - Assent signed by Joe Grady, Conservation Administrator
    10/25/16 - Assent signed by Scott Lambiase, Zoning
    10/26/16 - Assent signed by Valerie Massard, Planning Director
    11/3/16 - Plans signed by Tracy Mayo, Health Agent for Board of Health

  • October 06, 2016 - Site Plans Completed
    Site plans completed by Grady Consulting for Lot 1 and Lot 2 at 0 North Street, Duxbury Massachusetts.

  • October 04, 2016 - Perk Testing Done at 0 North Street
    Perk testing done at 0 North Street by Grady Consulting witnessed by Tracy Mayo, Health Agent.

  • September 30, 2016 - Compliance Certificate Filed
    Compliance Certificate Checklist for single family house submitted to Scott Lambiase, Building Commissioner.

  • September 28, 2016 - Approved ANR - Planning Board Meeting
    The ANR was presented at the Planning Board Meeting for TWO LOTS. The Planning Board endorsed the ANR plan entitled "Plan of Land, North Street and Keene Street, Duxbury, Massachusetts", dated 9/14/16, prepared by Grady Consulting as not requiring approval under Subdivision Control Law.

  • September 21, 2016 - ANR for 0 North Street Filed with Duxbury Planning Board
    The Approval Not Required (ANR) was filed with the Planning Board. An approved ANR means the builder does not have to follow sub-division law.

  • September 14, 2016 - Town Council Response Regarding Multiple Houses on One Lot
    Town Council answered Town Manager (Rene Read), Municipal Building Direction (Scott Lambiase) and Town Planner (Valerie Massard) with opinion directed at John Baldwin's proposed project at 0 North Street with multiple houses on one lot.

  • August 02, 2016 - John Baldwin Authorized Agent
    Andrea Huber and Pamela Crowley signed the authorization for John Baldwin to act as the agent for the building permits at 0 North Street.

  • July 16, 2016 - Building Permits Signed for 0 North Street
    John Baldwin signed the building permits as authorized agent for Pamela Crowley and Andrea Huber.

  • July 01, 2015 - Zero North Street Listed for Sale
    Coldwell Banker listed the 15.51 acre property known as 0 North Street on July 1, 2015 for $500,000 for Pam Crowley, Andrea Huber and the Frank Ness Trust. ​"Rare opportunity to own 15.51 acre parcel of buildable land in Duxbury. Consists of two lots on both sides of North Street. South parcel is 13.24 acres and north parcel is 2.27 acres. Both lots are being sold together."

  • March 16, 2015 - Modify Wetlands Protection Overlay District at 0 North Street - Town Meeting 2015
    The Frank Ness Trust petitioned to have the Wetland Protection Overlay District modified for the land on the 0 North Street property with Article 39 and Article 40 at the March 16, 2015 Annual Town Meeting. Article 39 did not pass and Article 40 was removed.

  • April 28, 2014 - 388 North Street Sold - House and 6 Acres
    The Ness family home and a 6 acre parcel was sold on April 28, 2014.

  • March 29, 2013 - The Ness Family
    Frank Ness passed away peacefully on March 29, 2013 at the age of 91 years old. Frank and his wife Marjorie lived at 388 North Street for almost 60 years. They raised their daughters, Pam Crowley and Andrea Huber, on North Street and enjoyed gardening and farming. The homestead at 388 North Street in Duxbury included a farm house built in 1820 and 20 acres of land with beautiful fields, forests and streams. The house and the land is part of the historic Ashdod neighborhood.
